Police found a home where pets were found dead and others severely neglected. Police stated they discovered a dead dog in the back yard of Jerry Welsh's property, and found another animal frozen to the ground and fighting to survive.
Sgt. Judy Abshire stated the animal was breathing very shallow, and appeared to whimper. Abshire said it was obvious that the dog was freezing to death.
Officers took the dog to an emergency clinic, where it is now recovering. Police took Welsh into custody and charged him with animal cruelty.
Investigators returned to the home less than 12 hours later and collected the rest of the animals. One by one, police removed the animals from the home.
Police said five dogs and five cats lived in the home. They said about six other cats, and one rabbit, had died inside the home.
Authorities said the inside of the building was filthy and filled with feces.
Authorities said a veterinarian will examine the animals. They said those that are healthy might be put up for adoption.
Case UpdatesAuthorities said a Dayton man is headed to jail for one of the worst animal abuse cases Dayton police have ever seen. In December 2005, police found a dog frozen to death and another chained to a pole, barely alive. Police went to the home of Jerry Welch on Geyer Street after receiving complaints of abused dogs and foul odors. Officers found numerous animals dead and one dog partially frozen.
Welch appeared in court and was sentenced to 13 days in the Montgomery County Jail, beginning February 17, 2006. That is in addition to the time he has already served. He was sentenced on animal cruelty charges. The judge also ordered Welch to probation for four years and will not allowed to own any pets.
A Dayton police sergeant who responded to the scene the night the dogs were found used her own money to save a partially frozen dog. He was found chained to a pole and frozen to the ground. Part of Welch's sentenced includes paying restitution to the sergeant for all of the vet bills that she paid.

The live-in girlfriend of the man charged with animal cruelty also has been charged with two counts of animal cruelty, according to Dayton Municipal Court records.
Charmon Borton, 32, was arrested December 21, 2005 at 333 Geyer St. after police found a dead dog and another partially frozen to the ground in her boyfriend's yard. She was charged with the misdemeanors and taken to the Montgomery County Jail, police said.
Jerry Welch, Borton's 60-year-old boyfriend, pleaded not guilty and was freed without bail.
Officials from the Humane Society of Greater Dayton also found at least a dozen dead cats in the two-story home and rescued five dogs, five cats and one rabbit from the Riverdale neighborhood home. Police arrived at the Geyer address after Dayton police Sgt. Judy Abshire was told a dog there was chained to a pole and had no shelter. Police found a chained 3-year-old brown-and-black hound named Squeezer alive but "frozen into the ground" in 24-degree weather with a 14-degree wind chill, according to a Dayton police report. No food or water was within reach of the chain, police said. Abshire took the dog in her cruiser to the Dayton Emergency Veterinary Clinic, which treated the dog. "He pulled through," Abshire said. The dog was later taken to the Humane Society, Jean Backer, director of administration for the society, said.
Police also found a 1-year-old black shepherd-pit mix named Baby Girl lying in a doghouse, near a 5-gallon bucket of frozen water, the report said. The dog did not respond when called.
