On June 29, 2000, a U.S. Department of Agriculture administrative law judge found William Reinhart, a horse owner in Manchester, Tenn., doing business as Reinhart Stables, guilty of violating the Horse Protection Act.

"Reinhart sored his horse, entered it into competition, and was caught. Soring is not a form of training; it is abuse."

Reinhart was fined $2,000 and is disqualified for five years from showing, exhibiting, or entering any horse in any horse show or exhibition. He is also disqualified from judging, managing, or otherwise participating in any horse show or horse exhibition.
