Supervisor Jim Clem (R-Leesburg) has called for an investigation into operations of the Loudoun County Animal Shelter following the death of a seven-week-old puppy in November 2005.

The puppy, rescued from Mississippi after Hurricane Katrina, was in the care of a shelter employee at the shelter when it sustained fatal injuries. Supervisors were informed of the Nov. 17, 2005 incident last week after questions began to surface publicly. Shelter managers said they believed the puppy was injured while playing with another dog.

Clem, who is chairman of the board�s Public Safety Committee, told members of the county�s Animal Control Advisory Board and other supervisors that he wants a detailed investigation of the incident, including an autopsy of the puppy.

�I DO NOT want the dog destroyed until I know we have had a [fair] and thorough investigation. If need be, I know of outside companies that will review the finding,� he wrote in an e-mail. Clem said he questions whether the dog sustained the fatal injuries while playing with others.

�During my two years on the [board], we have had many questionable problems at the animal shelter. It appears to me that we have a leadership problem from the top down,� Clem wrote. �While I had hoped to correct these problems at budget time, it is apparent that we can no longer wait.�

Clem said he plans to attend the next meeting of the Animal Advisory Board Dec. 12, 2005 to discuss the situation.
