On September 6, 2005, an officer was dispatched to a residence to assist another agency. Upon arrival, Officer A. Chavez observed a small chocolate pitbull, secured in a small dog run, emaciated and living in feces.

Resident Edward Spencer, 47 of El Paso, Tx, said the dog belonged to his nephew who had been incarcerated at a San Antonio prison.  Spencer was ordered to seek medical attention for the dog and that the medical visit would be verified by Animal Control.

On October 30, 2005, a warrant was issued for Edward Spencer, El Paso, Texas for cruelty to animals.
