In April 2002, animal exhibitors Joseph Hereau dba Tropicana Living Things, Inc. in Chicago, Ill. was charged by USDA for not being properly licensed, as well as violations in the area of housing and environmental enhancement for primates.

On July 9, 2002, Joseph Hereau and Tropicana Living Things, Inc. in Chicago, Ill. Hereau and Tropicana Living Things, Inc. settled their case with the USDA by agreeing to a permanent license disqualification and a $10,000 fine. This fine is suspended providing there are no future violations of the AWA.
