In August 1997, the U.S. Department of Agriculture and Lewis and Pat Barre, animal exhibitors doing business as Meadowbrook Farm in Woodbury, Conn., agreed to a consent decision and order regarding violations of the Animal Welfare Act.

"The Barres were operating without a license, and that is against the law,"

The Barres neither admitted nor denied any violations of the AWA but agreed to a civil penalty of $5,000 and a two-year disqualification from becoming licensed. The penalty is suspended provided there are no violations of the AWA for the next two years.
