A neglected horse stands in a field blocked off by crime scene tape, December 8, 2005, on E Rock Creek Rd in Norman, Oklahoma. At least 11 horses at the site did not have enough food or water, authorities said. The horses' owner is charged with animal cruelty.

Melinda Leigh Robb, 48, was charged in Cleveland County with cruelty to animals kept on a farm at 4100 E Rock Creek Rd. Police arrested Robb after a year long investigation. Several Norman County animal control pickups were used to haul hay to the horses. A blind horse and another horse were found locked with a chain inside a stall without food. The stall is in a barn behind a home on the rural acreage, an affidavit with the charge states.

A veterinarian told animal control officers that several of the horses were in too poor health to be moved and were being treated at the farm, the affidavit states. Five of the horses found shivering outside in a treeless pasture were taken into a barn, fed and given water, court papers show.

Norman animal control supervisor Clint Denney, who was at the acreage, said he could not comment on the ongoing investigation. Officers previously have tried to work with Robb to make sure the horses were not neglected, authorities said.
An 81 year old woman and a dog were taken from the acreage for their safety, court papers show.
Robb was taken to the Cleveland County jail. She was released after posting bail on December 8, 2005.

A Norman woman is sentenced to probation for animal cruelty charges stemming from the discovery of starving horses on her east Norman ranch.
Melinda Robb was handed two, five-year deferred sentences and placed on two years supervised probation.


District Judge Bill Hetherington ordered Robb to sell the 15 horses owned by her family and use the proceeds to pay feed, boarding and veterinarian bills. Robb also is not allowed to train, show or own horses for at least five years.

A Norman woman who was arrested on cruelty to animal charges now faces additional charges. Police say Melinda Robb was arrested December 12, 2005 after a dead horse was found hidden and tied to a tree in a wooded area of her property.

Police say Robb was first arrested December 8, 2005 after eleven horses were found in various stages of malnourishment and neglect.

With help from the public, food and temporary land will be provided to 11 malnourished horses found on a farm in east Norman, a police official said. The horses were taken into custody of the city and an animal cruelty charge was filed against the horses' owner, Melinda Robb, 48.

"We have had several calls from people who want to adopt them or buy them," Lt. J.D. Younger said. "Until this case is adjudicated, they are still her property although they are in custody of the city." Younger said animal control workers have made arrangements to take the horses to a temporary home later this week.

One of the horses is blind and several of the horses were too weak to be moved last week, Younger said. Two of the horses were found locked with a chain inside a stall without food and others were outside in freezing weather. The horses have now received care from a veterinarian, he said. He said the city of Norman's animal shelter has a stall to hold one horse, but not for a long period of time. Animal control officers brought hay and water to the horses at the farm, 4100 E Rock Creek, and an individual donated feed for the horses.

Robb has been released from the Cleveland County jail on a personal recognizance bond. Robb was ordered to stay away from the property while the horses are being cared for, court records show. A preliminary hearing conference in Cleveland County District Court has been set for Dec. 20, 2005.
