On December 8, 2005, a 24-year-old Rock Hill man was arrested after police say he chained his dog and let it die after days of no food, water or shelter.

IBN Jackson of 352 Heckle Blvd. was charged with one count of animal cruelty, said Lt. Jerry Waldrop of the Rock Hill Police Department.

On December 6, 2005, a Rock Hill officer responded to a call about a dead dog that was still chained in the backyard of a home at 919 Martin Ave., according to a Rock Hill police report.

The officer found the large black mixed breed dog lying against a fence in the backyard. The dog had no food, water or shelter and had apparently been dead for more than a few days, the report stated. "It was obvious the dog had been neglected," Waldrop said. The woman who lives in the home is an acquaintance of Jackson, Waldrop said.

Other charges may be filed pending further investigation, he said. Such acts of animal cruelty aren't unusual, Waldrop said. "We do see this from time to time," he said. "It's quite often people neglect their animals, whether it be dogs, horses, cats."
A conviction on an animal cruelty charge carries a 60-day jail sentence and a fine of up to $500, Waldrop said
