In May 1996, licensed dealers Gregory W. Fedechko and Anne Fedechko, owner and co- owner of South Jersey Biological Farm, Inc., in Pine Grove, Pa., agreed to surrender their USDA license permanently by Aug. 1 and pay a civil penalty of $10,000, $5000 of which is suspended provided the Fedechkos do not violate the Act and regulations before surrendering their license.
APHIS charged the Fedechkos with failing to:
-- construct and maintain animal housing facilities that are structurally sound and in good repair in order to protect the animals from injury, contain them securely, and restrict other animals from entering;
-- provide for the rapid elimination of excess water from housing facilities for animals;
-- provide animals with adequate shelter from the elements;
-- provide a suitable method for the rapid elimination of excess water and waste from housing facilities for animals;
-- individually identify animals as required;
-- maintain complete and accurate records of the acquisition, disposition, description and identification of animals as required; and,
-- establish and maintain programs of disease control and prevention, euthanasia, and adequate veterinary care under the supervision and assistance of a doctor of veterinary medicine.
