In February 1996, licensed animal dealers Bruce and Nancy Trammel, doing business as Trammel Trail Treasures in Temple, Ga., agreed to a civil penalty of $15,000 to be held in abeyance for 90 days beginning March 1. To avoid the penalty, the Trammels agreed that:

-- all rabbit cages must be replaced with new or refurbished cages;

-- the guinea pig water system must be replaced or upgraded;

-- the rabbitry watering system must be replaced or upgraded;

-- all chinchilla holding cages must be replaced with new or refurbished cages;

-- all ferret holding cages must be replaced with new or refurbished cages;

-- housing units for hamsters and gerbils must be replaced with new or refurbished cages;

-- all floor contact housing racks must be fitted with wheels or casters to allow for thorough daily cleaning of floors;

-- the feed room must be remodeled;

-- a computerized record system must be installed in order to maintain records of the acquisition, disposition, description and identification of animals as required;

-- new lighting must be added to the guinea pig and rabbitry rooms; and,

-- and a new ventilation system must be installed.

Also, the Trammel license is suspended for a period of 30 days beginning April 15 and continuing thereafter until they demonstrate to the APHIS that they are in full compliance with the Act.

APHIS charged the Trammells with failing to:

-- construct and maintain animals housing facilities that are structurally sound and in good repair in order to protect the animals from injury, contain them securely and restrict other animals from entering;

-- provide a suitable method for the rapid elimination of excess water and wastes from housing facilities for animals;

-- keep water receptacles clean and sanitized;

-- keep the premises clean and in good repair and free of accumulations of trash, junk, waste and discarded matter, and to control weeds, grasses and bushes;

-- establish and maintain an effective program for the control of pests;

-- utilize a sufficient number of trained employees to maintain the prescribed level of husbandry practices;

-- establish and maintain programs of disease control and prevention, euthanasia and adequate veterinary care under the supervision and assistance of a doctor of veterinary medicine; and,

-- maintain records of the acquisition, disposition, description and identification of animals as required.
