Two officers say they found three pit bulls tied up and about 20 people gathered at the corner of East 74th and Southern Avenue. Officers say the men were exchanging money and making bets.

Officers say they caught two of the dog owners while the rest of the group scattered.

Those owners will be charged with misdemeanor animal cruelty while the dogs are headed to the pound.

Officer Christian Hicks says the dogs were in poor condition. He says, "Obviously these dogs are just used for fighting. They're not being fed. Malnourished, no food, no water."

The three dogs didn't put up much of a fight with the animal control officer.
