In January 2000, the U.S. Department of Agriculture charged animal exhibitors Laura and David LaPorte, doing business as LaPorte Farms in Sebastian, Fla., with violations of the Animal Welfare Act.

"We believe the LaPortes operated without a license as animal exhibitors for approximately 1 year before we caught them," said W. Ron DeHaven, deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area. "And, because of that, we will ask the administrative court to impose penalties that could include a fine and also disqualify them for a period of time from becoming licensed."
