In December 1999, the U.S. Department of Agriculture charged animal exhibitor Gregg Holland, doing business as Animal Arts in Santa Rosa, Calif., with violations of the Animal Welfare act.

"We believe that, on more than one occasion, Holland operated as an exhibitor without being licensed," said W. Ron DeHaven, deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area. "This can often be one of the most serious violations of the AWA because without a license there is no oversight by this agency to ensure the animals are receiving proper care."
