In April 1995, USDA administrative law judges ordered the following individual to cease and desist from violating the Act.
The orders include penalties, which may be fines, license suspensions or revocations, or a combination of the two.

The Horse Protection Act prohibits the showing, selling, exhibition or transport of sored horses. Soring is the use of irritants, devices or physical methods on a horse's legs to cause pain, which may accentuate the high-stepping action of gaited horses.

David Church, of Lauderhill, Fla., agreed to be disqualified for eight months beginning July 1, 1995, and to pay a civil penalty of $500. The alleged violation occurred on March 27, 1993, at the National Walking Horse Trainers Show, Shelbyville, Tenn.
