Following a hearing, a USDA administrative law judge ordered Timothy and Lori Fields, of Olive Hill, Ky., to pay a civil penalty of $1,000 and disqualified the Fields for one year.
The violation occurred Oct. 23, 1993, at the Easter Seals Fall Roundup in Wilmington, Ohio.
The Horse Protection Act prohibits the showing, selling, exhibition or transport of sored horses. Soring is the use of irritants, devices, or physical methods on a horse's legs to cause pain, which may accentuate the high-stepping action of gaited horses.
