Oct. 22, 1996--The U.S. Department of Agriculture recently charged David and Judy Twomey, licensed animal exhibitors doing business as Happytime Circus in Windsor, Calif., with violations of the Animal Welfare Act.
Dale F. Schwindaman, deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area, said that the charges against the Twomeys are based on APHIS inspections.
APHIS inspectors found that from 1992 through 1996 the Twomeys failed to:
-- Operate with a license at least six times in 1992;
-- Provide information to inspectors;
-- Maintain complete records showing the acquisition and disposition of dogs;
-- Establish a written program of veterinary care with regularly scheduled visits of an attending or consulting veterinarian;
-- Develop, document, and follow an appropriate plan to provide dogs with the opportunity for exercise and to provide such plan to APHIS upon request;
-- Provide dogs with adequate space in primary enclosures and, for dogs on tethers, provide tethers of sufficient length;
-- Maintain records concerning veterinary care and exercise and socialization for dogs; and
-- Clean the primary enclosures of excreta.
