In February 2000, the U.S. Department of Agriculture charged animal dealer Francis Englert Jr. doing business in Latham, N.Y., with violations of the Animal Welfare Act.
"We believe that Englert violated a previous USDA administrative law judge's order regarding his involvement with animals," said W. Ron DeHaven, deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area. "Such a disrespect for the law cannot be tolerated."
APHIS inspectors found that for at least the last 2 years Englert has operated without a license. Inspectors also found that Englert failed to provide structurally sound housing, store food properly, and construct a barrier between the enclosures of young servals and the viewing public.
