Person of Interest: Joel Keith Kuhns

In December 1996, the U.S. Department of Agriculture charged animal exhibitor Joel K. Kuhns, doing business in Brownsville, Ore., with violations of the Animal Welfare Act.

APHIS inspectors found that Kuhns was operating without a license and failed to:

-- Maintain accurate records showing the acquisition, disposition, and identification of animals;

-- Maintain programs of disease control and prevention, euthanasia and adequate veterinary care under the supervision of a veterinarian;

-- Construct structurally sound housing facilities for nonhuman primates and keep them in good repair;

-- Keep housing facilities free of trash; and

-- Develop, document, and follow an appropriate plan for promoting the psychological well-being of nonhuman primates.
