Person of Interest: Dale H Sabin
In March 2000, the U.S. Department of Agriculture charged animal dealer Dale Sabin, doing business as Puppies R US/Amish Jubilee Kennels in Elkland, Mo., with violations of the Animal Welfare Act.
"While Sabin once held a USDA license to buy and sell animals, he surrendered that license," said W. Ron DeHaven, deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area. "Sabin hasn't been licensed since June 1998."
APHIS inspectors found that Sabin continued to operate as an animal dealer after he surrendered his license.
