In July 2005, animal control officers found 14 dogs living in crates in Dave Watkins' apartment. Investigators learned of the dogs after a woman living in an apartment below Watkins complained to authorities about having to use buckets to catch urine seeping through her ceiling from the apartment upstairs.

In the middle of the investigation, Watkins moved nine of the 14 dogs to Oglethorpe County. However, animal control officers impounded the five remaining dogs after they learned that their living conditions had not improved.

Watkins was charged nearly $1,200 in fines and fees, reclaimed four of the dogs and moved them to Oglethorpe County. The judge also ordered Watkins not to own or possess any animals in Clarke County for twenty four months.
