In October 1996, the U.S. Department of Agriculture and Roy Lee Jones, doing business as Exotic Love Cattery, agreed to a consent decision and order regarding violations of the Animal Welfare Act.

Jones neither admitted nor denied any violations of the AWA but agreed to stop operating without a license and is disqualified from receiving a license for two years.
