In June 1997, the U.S. Department of Agriculture and Rodney English, a horse trainer in Appomattox, Va., agreed to a consent decision and order regarding violations of the Horse Protection Act.

English neither admits nor denies violating the HPA but has agreed to a one-year disqualification from participating in any horse show, horse exhibition, or horse sale or auction. English cannot show, exhibit, or enter any horse, directly or indirectly through any agent, employee, or other device. In addition, he cannot judge, manage, or participate in any horse-related event.

"English is out of commission for one year," said W. Ron DeHaven, acting deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of the marketing and regulatory programs mission area. "This is the type of action designed to prevent the practice of soring and dissuade others from violating the HPA."
