In June 1997, the U.S. Department of Agriculture administrative law judge found David Hubbard of Kingsport, Tenn., guilty of violations of the Horse Protection Act.
"Hubbard broke the law, and now he will pay the price," said W. Ron DeHaven, acting deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of the marketing and regulatory programs mission area. "Soring a horse isn't just against the law, it is extremely cruel. Unfortunately, it is also a way to short-cut proper training used by people who prize money and recognition over the welfare of their animals."
APHIS inspectors found Hubbard showed sore horses at the Crumley House Charity Horse Show in Gray, Tenn., and the Tazewell County House Show in Tazewell, Va.
"For these violations Hubbard must pay a $4,000 fine and he is disqualified for six years from showing, exhibiting, or entering any horse in any horse show, horse exhibition, horse sale, or horse auction anywhere," DeHaven said.
In addition, Hubbard is also disqualified from judging, managing, or otherwise participating in any horse show in any capacity.
