In November 1996, the U.S. Department of Agriculture charged animal dealer/exhibitor James B. Garretson, doing business as Garretson Enterprises in De Soto, Texas, with violations of the Animal Welfare Act.

Glenn W. Cherry, acting deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area, said that on several occasions Garretson operated without a license as both a dealer and an exhibitor.
