In November 1996, the U.S. Department of Agriculture charged licensed animal exhibitor Michael Frewer, doing business as World Wide Fauna in New Port Richey, Fla., with violations of the Animal Welfare Act.

APHIS inspectors found that Frewer shipped animals without disposition records on two separate occasions.
