In November 1996, the U.S. Department of Agriculture and Craig A. Perry, a licensed animal exhibitor doing business as Perry's Wilderness Ranch and Zoo in Center Point, Iowa, agreed to a consent decision and order regarding violations of the Animal Welfare Act.

Perry neither admitted nor denied any violations of the AWA but agreed to pay a civil penalty of $2,000. The fine is to be used by Perry to repair and improve his facility.

APHIS inspectors found that Perry didn't submit his license renewal application and fee in a timely manner. They also found problems with food storage at the facility.
