In September 1996, the U.S. Department of Agriculture and Pat Dingle, a licensed animal exhibitor and president of Southern Nevada Zoological Park, Inc., agreed to a consent decision and order regarding violations of the Animal Welfare Act.

Dingle neither admitted nor denied any violations of the AWA but agreed to a civil penalty of $10,000, a license suspension of 7 days, and regular visitation by a primate expert.

APHIS inspectors found AWA violations in the areas of veterinary care, treatment, recordkeeping, and handling.
