In Sept 27, 1996, the U.S. Department of Agriculture and David Piper, Jr., a licensed animal exhibitor doing business as Everglades Wonder Gardens, agreed to a consent decision and order regarding violations of the Animal Welfare Act.

Piper neither admitted nor denied any violations of the AWA, but agreed to a civil penalty of $5,000, a list of required improvements to his facility, and a license suspension.

APHIS inspectors found AWA violations in the areas of housing, storage, veterinary care, record keeping, and sanitation.
