On December 11, 1995, Allan Laboy, 37, a convicted drug dealer, was trying to take a nap. But he kept being awakened by the barking of a small puppy outside his house. In a rage, Laboy went outside, picked up the puppy by its hind legs, and slammed its head repeatedly on the concrete sidewalk. The puppy's owner, a child, watched helplessly as Laboy beat the puppy to death. A police officer arrived on the scene--but he was too late to save the puppy.

The officer immediately arrested Laboy. In the past, Laboy might have been charged with a misdemeanor--a minor crime--and be forced to pay a fine. But not now. Animal abuse in Florida is now a felony--a major crime equal to burglary or assault. Last month, a judge sentenced Laboy to ten years in jail for brutally killing the puppy.

The sentence angered Laboy's lawyer, Alejandro Zamora.

"It's outrageous," said Zamora. "Mr. Laboy is a human being, and that type of punishment does not fit the crime."
