The U.S. Department of Agriculture recently charged Mary Ann Sklar, a licensed animal dealer, doing business as Living Treasures in Newport, Tenn., with violations of the Animal Welfare Act.
"Sklar was aware of the AWA and the regulations when she became licensed," said W. Ron DeHaven, acting deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area. "This complaint is a direct result of Sklar not following those regulations."

APHIS inspectors found that Sklar failed to:

-- Maintain programs of disease control and prevention, euthanasia, and adequate veterinary care under the supervision and assistance of a doctor of veterinary medicine and failed to provide veterinary care to animals in need of care;

-- Remove and dispose of animal wastes so as to minimize vermin infestation, odors, and disease hazards;

-- Keep the premises (buildings and grounds) clean and in good repair and free of accumulations of trash;

-- Maintain complete records on the premises showing the acquisition, disposition, and identification of animals;

-- Provide sufficient shade to allow animals to protect themselves from the direct sunlight;

-- Provide a suitable method to rapidly eliminate excess water from outdoor housing facilities for animals;

-- Construct structurally sound housing and maintain it in good repair so as to protect the animals from injury, to contain the animals, and to restrict the entrance of other animals;

-- Provide animals with food of sufficient quantity and nutritive value to maintain them in good health; and

-- Clean and sanitize water receptacles.
