Two men affiliated with UW-Madison were charged November 3, 2005 for hitting a police horse, a misdemeanor.

Miguel Meza, 24, and Eric S. Negri, 21, both of Madison, are charged with harassing a police animal after they reportedly hit the rear-end of horses being ridden by Capitol Police officers.

According to the criminal complaint, Negri, a UW- Madison student according to the university's Web site, hit a Capitol Police officer's horse on the rear end about 2 a.m. Saturday while the mounted police were in the 500 block of State Street.
Negri is also charged with resisting arrest.

Meza, 24, a custodian at UW- Madison, according to the university's Web site, was dressed as a convict when he allegedly hit Capitol Police security officer Doug Allar's horse named "Bugs," just before 10 p.m. on October 29, 2005.

Meza reportedly walked past the horse and then slapped it hard on the rear end before running into the crowd and knocking over a young woman as he ran from a pursuing mounted officer and a Madison police officer on foot.

While in the transport van, Meza allegedly head-butted another suspect being taken to the processing center.

Meza is also charged with disorderly conduct.
