Clackamas deputies arrested a woman they say kept 18 dogs in filthy conditions at her home. Acting on a tip from a neighbor, deputies arrested 50-year-old Wende Ballenberg while she was at work in Portland.

Ballenberg faces 18 counts of animal neglect. The animals went to a shelter in Clackamas. 

She is scheduled to appear in Clackamas County Circuit Court on November 16th.
