Seventeen pit bull dogs were confiscated and a man arrested Wednesday after the dogs were found starving behind a south Jacksonville residence.

Carl Anthwan Brown, 30, of the 2500 block of Springmont Street, was charged with animal cruelty after puppies as young as five days and dogs as old as three years were found starving in makeshift cages or tied with chains behind the house.

Police said most of the dogs were found without water and their ribs were showing though there was food in a container. Humane investigator Howard Gunter of the Jacksonville Animal Care and Control Center said the animals were taken to the city animal center.

In addition to the felony cruelty charge, Brown was charged with a misdemeanor for failing to provide sufficient food and water.
