A city man was charged with more than three dozen counts of animal cruelty after an early morning raid at an Asbury Avenue house turned up scores of dogs living in squalid conditions, authorities said.

"The place was horrendous," said Victor "Buddy" Amato, chief animal control officer with the Monmouth County Society for the Prevention of Cruelty to Animals. "The dogs were in bad shape."

Rashawn Anderson of 1108 Asbury Ave. was charged with 40 counts of animal cruelty � more charges than at any one raid in recent memory, Amato said.

City police and code enforcement officials accompanied SPCA officers at the 7 a.m. raid, but Asbury Park police said they were there to assist and offer help if needed. The investigation and all charges were handled by the SPCA. Anderson was issued a summons and released.

Amato said there were more than 40 dogs, all pit bull terriers, living inside and outside the home without clean water or food in cramped and filthy conditions. Three litters of puppies � some only days old � were among those found living in the basement of the home where the animals had no water and where mold grew on what food was available, Amato said.

About 15 dogs were found living in a cramped back yard, where someone living in the house had spread lye to combat the foul odor, Amato said.

The SPCA placed the dogs in various private shelters throughout the area, Amato said.
