Woodland police arrested a man after he was found allegedly skinning a dog. On July 16, at about 6:09 a.m. Woodland police officers were dispatched to the Chevron gas station at 5 West Main St. following a report of a man who was skinning a dog, according to Sgt. Davis of the Woodland Police Department.

Upon arrival, officers found a man on the west side of the gas station store leaning over a dog, skinning it with a knife.

"Officers took a tactical approach to the suspect and subsequently took him into custody," Davis stated. "The suspects hands were covered in blood from the dog."

Davis added that the dog was determined to be dead at the scene and partially skinned.

"Animal control officers arrived on the scene and took custody of the dog which was determined to be a pit bull," Davis stated. "Animal control officers stated the dog had sustained several puncture wounds and had died within the last hour."

He added the dog did not have a collar on at the time of the incident and the owners are unknown.

"A further investigation will be conducted by a veterinarian per the animal control officer," Davis stated.

John Hummer, 47, a transient, of Woodland was arrested and charged with felony maliciously and intentionally killing a dog.

Hummer was booked at the Yolo County Jail.

Case Updates

According to court records, after spending nearly a year in jail awaiting trial, John Hummer was found mentally incompetent and pled not guilty by reason of insanity. Hummer was remanded to a locked mental health facility, and the charges were ultimately dismissed.
