A Dover man accused of not providing proper shelter, food or water to his dogs has been charged with 23 counts of animal cruelty.

Police said Michael G. Ray, 46, of 324 Broad St. also was charged with one count of criminal trespass, for keeping the dogs on city property.

Ptl. Jim Hitchcock, who was directed to the city property in the 300 block of Broad St. by Assistant County Dog Warden Terry Warner, noted in his report that the dogs� living conditions were �terrible.�

Hitchcock said they found 23 dogs in the immediate area and not one had a bowl of food or water. He noted that it was raining and cold at the time, and several of the dogs were visibly shivering.

�The animals were licking the mud and tops of their dog boxes to get water,� Hitchcock wrote, adding that as he walked past the dogs they �ran to their bowls, hoping for sustenance.�

Several of the dogs were confined in cages so small they were unable to stand and turn around and two medium-sized dogs were crammed inside a single cage.

Dogs were tied to trees, lawnmowers and wheelbarrows, with the securing ropes twisted and so short that some animals were unable to get inside what Hitchcock described as �the sad excuse for shelter provided.�

The police officer added that one dog was being choked by another dog pulling on the opposite end of a short rope that had them tied together.

Warner removed two of the dogs because of their circumstances, with Hitchcock noting it was unable them to get into shelter because of a short rope.
