A Bronx man was arrested June 13 on charges he starved and neglected his two pet dogs. The American Society for the Prevention of Cruelty to Animals arrested 21-year-old Matthew Harris, of the Olmstead Avenue in the Bronx, for two counts of misdemeanor Animal Cruelty for starving and neglecting his two pet dogs.
