The state Livestock Board has seized 110 animals from a Belen-area property, many of them starving.
Rescuers found 30 emaciated goats 32 aggressive Chihuahua dogs in a mobile home, nine Jack Russell terriers, two greyhounds, 15 peacocks, 20 chicks and two horses at the Pueblitos property, which was littered with feces.
Authorities say the property owner, Delbert Latham, has been charged animal cruelty.
Livestock Board deputy director Cliff Mascarenas says a board inspector has listed 97 counts of animal cruelty in a criminal complaint.
A Belen animal rescuer, Marguerite Bowers, says Latham has not been living on the property.
