Dog kicked for refusing to fight

A man charged with inciting a dog fight on May 31 was arrested a second time moments after he walked out of jail - this time after he reportedly urinated in the police department parking lot.

Elijah Manuel, 19, first ran afoul of the law when an officer stopped him and his pit bull on Grant Avenue near Wilson Avenue shortly before 8 p.m. on May 31, police said.

Police reportedly received an anonymous telephone call about two men goading two pit bulls into fighting. The men were kicking one of the animals because it was "refusing to engage the other dog," according to a police report.

Officers arrived and reported finding Manuel walking with a pit bull. The dog was bloodied on its neck and chest, said Deputy Police Chief Fred Hayes. The pit bull also reportedly had injuries on a leg and paw.

Manuel reportedly explained to officers that he was not kicking the pit bull in an attempt to make it fight, but was trying to discourage it from its efforts to mate with another dog.

The story did not wash with the statements from witnesses and the injuries sustained by the dog, police said.

Manuel was carted off to the police station, where he was booked on a charge of animal cruelty and released on his own recognizance about 10 p.m. But his freedom was short-lived.

Manuel made a pit stop as soon as he was let out of custody and made the decision to relieve himself in the police station parking lot, according to a police report.

A police sergeant reportedly spotted Manuel in the parking lot and arrested him for the second time that night.

Manuel again was booked, this time on a charge of disorderly conduct, and again released on his own recognizance.
