Richard Arnold Borthwick, 45, of the 300 block of Pine Street, Phoenix. Borthwick appeared May 5 in Circuit Court on an indictment charging him with aggravated first-degree animal abuse, first-degree animal abuse and improper use of 9-1-1 in connection with the March 15 death of a puppy belonging to a tenant who had rented a house from him, Phoenix Police Chief Bob Kershaw said. He was booked into jail and released on his own recognizance.
Borthwick and the female tenant were arguing outside the rental home in the 300 block of West Pine Street when "he indicated he might run over her with the car," Kershaw said. When Borthwick drove his vehicle toward the woman, she moved out of the way, but the puppy jumped from her arms and was run over. Kershaw said Borthwick then left the scene.
