Renee Aroha Kaipara, 27, sought name suppression in Greymouth District Court after admitting a charge of ill-treating a huntaway puppy, but Judge Christopher Sommerville refused.

Kaipara was fined $500, ordered to pay $396 in vet's fees, and banned from owning pets in the future.

"That's not (just) dogs. You are not allowed cats - pet lambs, anything, no pets at all," Judge Sommerville said.

SPCA officer Carol Jackson said the pup was growing through the synthetic rope around its neck when officers called at Kaipara's property on April 7.

In places the rope was so imbedded in the dog's neck it was not visible. The wound was infected and smelled of rotting flesh.

The area the pup occupied in the garage was littered with faeces and the water bucket was too big to allow the animal access to drink.

The pup was seized by an officer and had been saved by veterinarian care but the society sought an order banning Kaipara from ownership of any other animals.

Defence counsel Fran Boyd said Kaipara was aware the rope was cutting into the dog but was unable to untie it and ashamed to take it to the vet.
