Nearly 50 penned-up dogs were found living amid rats, bodies of dead dogs and feces behind a home in Anderson Township.

Bill Murray, the man who lived in the home in the 8000 block of Broadwell Road, signed papers giving permission for rescuers to take the dogs, treat them and find homes for them.

Murray allegedly admitted the dogs had never received medical attention.

Police said they knew about the situation but couldn't charge Murray because he did provide food and water for the dogs.

Rescuers said they worked for several months to convince Bill Murray, the man who lived in the home, to give up the dogs. He finally signed papers giving permission for rescuers to take the dogs, treat them and find homes for them.

Murray had been charged with five counts of confining dogs in the past.
