Police say they raided a house and arrested seven people on drug charges. On April 7, police went back, made another arrest and removed several chihuahuas.
Investigators said as many as 20 people were living in what they referred to as a "crack house" at 210 S.W. 13th Ave. The spaces people were living in were as small as closets, police said.
At the time of the arrests, police said they observed "filthy" conditions and at least 10 dogs, seven of which were in obviously poor health.
The health department was notified, and police returned to the home Thursday. They arrested another person on drug charges. Animal control officers removed all of the chihuahuas.
Arsenio Perez, the owner of the home, was charged with animal cruelty and running an illegal rooming house.
