Carmel Town Police found nine dogs, three cats and a bird living in deplorable conditions inside a Mahopac home. Police also found the remains of two dogs, one cat and several exotic birds.

Lt. Brian Karst charged Judy Picconi, 64, with 13 misdemeanor counts of animal cruelty and six counts of having unlicensed dogs, violations. Karst filed the charges on Tuesday, a week after he and two town animal control officers, Kristin Creary and Chuck Dykeman, searched Picconi's home on Lake Drive.

Creary and Dykeman took the animals to the Putnam County Humane Society. In a further search of the house, authorities said they also found two dead dogs, a dead cat and several dead exotic birds in various states of decomposition.

Later on Tuesday, Karst and Officer Richard Rosario were driving on Baldwin Lane when they said Picconi ran a stop sign in her car, then drove off as they tried to speak with her.

After a brief pursuit, she pulled into a driveway and the officers took her into custody, charging her with driving while intoxicated, resisting arrest and obstructing governmental administration, misdemeanors. She was also cited for disobeying a stop sign and failure to comply, infractions.

She was released without bail and has an April 19 court date.

Case Updates

Judy Piccon now faces additional charges including driving while intoxicated and resisting arrest. Police arrested 64-year-old Picconi on Sunday after officers allegedly saw her go through a stop sign. Carmel police said she didn't stop for the officer, even after he put on his siren. The officer followed her to her home, where she was charged with DWI, resisting arrest and obstructing governmental administration.

She's free on $500 bail.

Last week officers found nine dogs, three cats and parakeet in her home. There were also two dead dogs, one dead cat and several dead birds. Police said the home was littered with animals, dirt and smelled awful.

The dogs and cats have been taken to a Putnam animal shelter.
