At 12:06 p.m on March 24, a female reported that a black puppy with a white chest was being neglected in the area on the 400 block 32nd St. A. The Springfield Animal Control officer found the puppy tied to an old fireplace that had been made into a makeshift doghouse. The firebox was covered and a blanket was left inside for the animal to sleep on. The dog did not have food or water. The officer fed the animal and left a ticket on the owner's door.
