An 18-year-old Lady's Island man was arrested last week and charged with eight counts of animal cruelty after Beaufort County Sheriff's Office deputies found 12 dogs and pigs living in what the reporting officer called "extremely disgusting" conditions.

A deputy was at the Club Road home of Travis Jenkins on an unrelated call when he first noticed a puppy chained to a crate and without food and water, according to the police report. The area was littered with broken glass and appeared to be used for burning trash, police said.

The deputy found other dogs in pens covered in trash and feces, the report states.

"I entered the pen with two leashes," a deputy wrote in the report. "My feet immediately sank into deep feces. The door inside was covered in feces from the dogs jumping on it."

Jenkins was released on his own recognizance the day after his March 18 arrest, according to the Beaufort County Detention Center's online log.

The report detailing the charges against Jenkins and the conditions the animals were found in wasn't made available by the Sheriff's Office and county animal control officials until six days after the man's arrest.

A pit bull was found to have a 43-pound chain around its neck, the report states, and the dog was suspected of having a torn trachea from trying to lug the weight around.

"Four of the six dogs are heartworm positive," the police report states. "All the dogs were found to be positive for intestinal parasites."

There was no dry area for the pigs to lie, some dogs were in pens with little room to move and two female Rottweilers could barely walk, according to authorities.

"The larger female with a black collar on had what appeared to be a very bad infection of her left eyeball," the report states. "The pink inside her eye had ballooned out and was leaking green mucus."

Susan Summerall, director of Beaufort County Animal Control and Shelter, said a warrant will be issued soon for another man who is believed to be the owner of the two Rottweilers.

"We thought he'd call us because we have his dogs, but he hasn't," she said.

No animals were killed after they were seized by authorities because none had severe enough injuries and animals involved in criminal matters are sometimes needed to make a case, Summerall said.

"I've seen worse, but certainly they were in bad shape," she said Friday. "Some of them couldn't get out of their own waste, and that was bad. And for an animal to have a logging chain around his neck is unthinkable. It weighs 43 pounds."

Dr. Frank Murphy, a Beaufort veterinarian who is treating the animals for the county, would not comment specifically on the animals seized from Jenkins' home.

However, he said people frequently view the treatment of animals differently.
