Felix Rios, 22, Meriden has been charged with cruelty to animals after neighbors reported to police he was throwing cats out of his second-story window.

Rios is also facing a charge of abandonment of an animal, when he left his year old pit bull alone in a locked house for days.

The dog abandonment incident occurred on August 5. Both Felix Rios and Brenda Belfonti, 20, of 26 Pleasant Street, were charged with cruelty to animals after police and Animal Control Officer Kathy Lindeman seized the pit bull from Rios' former resident at 7 Wilcox Lane.

Neighbors reported seeing cats falling from Rios' apartment on August 11. Animal Control Officer Kathy Lindeman said the cats were not seriously injured and seven cats were seized.
