Mihey Bailey, 37, of 2354 Gorham Hall Road, Seneca has been charged with a felony count of aggravated cruelty to animals for allegedly beating her dog with a garden hoe.

Mihey Bailey beat her female Dalmation in the garage because it wouldn't stop barking.

The dog was returned to Bailey's husband after being treated at a veterinary hospital for cuts to the head.
