A former Washingtonville woman had 22 animals removed from her home due to unsanitary conditions. The animals, 18 dogs and four cats, were taken from the home of Dottie English, Mount Carmel, by the Danville SPCA.

This isn't the first time English has had animals taken from her. Last May, several animals were removed from her mobile home in Washingtonville. A total of 40 animals were found at the mobile home park. They were discovered by sheriff's deputies while they were evicting a family.

Charges were filed against four residents, including English.

The animals rescued from English's Mount Carmel home were not in poor physical health, said Joe Fellencer, a humane society police officer, but were living in squalor. "The interior of the home was littered with feces and urine," he said. It was even in the dog's coats.

One of the dogs had suffered injuries in a fight with another dog, Fellencer said, and had some open wounds. All the injuries will be able to heal 100 percent. After the animals were removed, the home was condemned by the zoning department.

English faces charges of animal cruelty, which could include penalties of up to $750 and/or 90 days in jail.

Because of her prior record, Fellencer said she will not be allowed to adopt from the agency ever again. Though it's hard to prevent her from getting animals from somewhere else. An order like that would have to come from the court.

The dogs removed from English's home are up for adoption at the Danville SPCA, including a 13-year-old female German shepherd, a chihuahua and a beagle mix.

Animals can be adopted from the SPCA for $75, which includes the cost of getting the animal spayed or neutered and microchipped, and some vaccinations.


Case Updates

Borough police say a couple found last month living in a East Fourth Street home filled with animal waste may have bred puppies for sale to area pet stores. Of 18 canines recovered from the home, eight pit bull puppies suffered from malnurishment and were euthanized, Mount Carmel Borough Police said.

According to a criminal complaint, two of the four occupants at 232 E. Fourth St., Dorothy Mae English, 28, and Randy G. Long, 33, bred canines for sale. The other occupants were Kay Elizabeth Hoyer, 60 and Norman W. Roberts, 65. All have former Washingtonville mailing addresses.

Misdemeanor counts of public nuisance and disorderly conduct by offensive condition and a summary charge of cruelty to animals were filed against all four. The charges were filed by Patrolman Matthew Dillman with the office of Magisterial District Judge Michael F. Mychak.

All four had been living in the home at no cost since September after the property owner discovered they were homeless. George O. Page allowed the four to settle in the home and contribute no money, while he paid the utility bills.

Police say Page entered the property March 14 to repair a leaky roof and found the home to be a health hazard, reporting the property's condition to police later that day.

Dillman and Mount Carmel Borough Code Enforcement Officer Ed Fegley visited the home March 15. Animal feces and urine were found throughout the home, causing the stench to seep outdoors. In all,18 dogs and four cats were recovered after months of living in their own waste. Police said they found little water and no pet food for the animals, with the occupants claiming to have "just run out."

The animals were removed from the residence by The Pennsylvania Society for the Prevention of Cruelty to Animals and given veterinary care.
