John David Frank, 46, was seen by a police officer swinging his Jack Russell dog in a circle and slamming it into a fence with such force that Frank lost his balance and fell to the ground.

The police officer was riding his motorcycle in the 3200 block of Hollywood Boulevard about 2:15 p.m. when he saw the incident.

Several witnesses said Frank had been punching and kicking his dog before the officer arrived on the scene.

Frank said he was angry with the dog because he had chased it from Fillmore Street.

Frank was charged with one count of cruelty to aniamls and taken to the Broward County Jail.

The injured dog was taken to Hollywood Animal Hospital.
